There is a planning application for a loft conversion at 3 Church Close (P11/W0724).
The development would add a dormer window in the roof of the bungalow, and there would be a new bedroom and bathroom on the first floor. The Parish Council has recommended approval of this application.
I have recently spoken to the planning officer at the District Council who is responsible for the planning application at Dovehouse Farm, to find out how the application is proceeding. This application is for the building of several new houses, and the conversion of some existing farm buildings to houses and offices. The planning officer has had no discussions for several months now with Savills, who are the agents acting for the applicant, which is Magdalen College. Nevertheless, the application is still active.
The planning officer felt that Savills had not made a good case for the development, and that their proposal was a poor scheme with a number of shortcomings. In particular, he did not feel that the case has been made strongly enough for the development to be allowed because it included conversion of existing buildings as well as building new ones. It would not have been permitted if it only had new buildings, because of the unsustainable nature of our village, in that we do not have facilities such as shops and a school. He wrote to Savills about this a while ago, but has not yet received a response from them.
Also, the County Council’s Highways Department has raised objections to the development, because they are concerned about there being insufficient buses to the village, particularly for the business premises, and that pedestrian and vehicle access would be limited because of the narrowness of the road.
