77 DECLARATIONS OF INTEREST
There were no declarations of interest.
78 YOUTH CLUB
Gillie King explained that the Youth Club had gone into decline since James Gilding had left at the end of 2008. A grant of £1500 had been applied for from the Youth Opportunity Fund, and each bingo night continued to raise about £50. A supervisor would be interviewed, and volunteers from the village had been identified. OCC was helping with volunteer training. The Parish Council’s support was welcome and the basketball hoop and surface would be a demonstration of commitment.
79 PUBLIC COMMENTS
• Gillie King asked to hold a raffle on fireworks night for the Village Hall, and this was agreed.
• Gillie King suggested that it would be a good idea to have a street party next summer.
• Mr and Mrs Smith, neighbours of MM, had asked for removal of the two Leylandii in the Recreation Ground next to their garden. It was agreed that this should be done.
Action: MM to progress
• MP announced that the chapel design at Ripon College had been agreed. Detailed plans would be completed by the end of the year.
80 MINUTES OF LAST MEETING
The minutes of the last meeting were approved.
81 MATTERS ARISING
81.1 Tree Stump
The tree stump in Denton had been removed. It was agreed that a replacement tree should be planted. Action: MM to circulate alternatives
81.2 Basketball Surface
• It was agreed that this was now a Parish Council project.
• £7702 was the cheapest price available. Action: NK to check
• SODC’s grant was valid for two years. EG agreed to ask Jane Bolton at SODC about its status. Action: EG
• NK suggested that costs might be further reduced if Paul Sellar did some of the work.
Action: NK to investigate
• John Paxton had said that £1000 might be available from the sports fund.
Action: MM to check
81.3 Chippinghurst Footbridge
The footbridge meeting had been delayed. The Parish Council agreed that they were in favour of the proposal for the footbridge and path routing, and that CS and KS would be their representatives at the meeting.
81.4 Refuse Collection
Following complaints about loose rubbish on windy days, EG stated that recyclable refuse in clear plastic sacks was acceptable and households with more than six people were now entitled to larger bins or two bins.
81.5 Fireworks
The responsibilities for fireworks night were agreed. The ticket price would remain at £3 with under fives free.
81.6 Dove House Development
The bursar of Magdalen College had written to say that there had been a meeting with SODC on 29th September. EG agreed to investigate the status of the planning application.

81.7 Parish Plan
The Parish Council agreed to:
• Install a dog bin at the footpath near Parkside. Action: MM to source
• Install the litter bin at the Recreation Ground. Action: NK
• Paint the woodwork on the Parkside bus shelter.
• Produce a simple village emergency plan.
• Assist with the production of a village welcome pack.
• Manage installation of the basketball hoop and play surface.
• Improve the High Street verges.
82 DISTRICT COUNCIL REPORT
EG was pleased that the judicial review concerning the Grenoble Road development had asked that other sites should be identified. The City Council were trying to do this before the general election.
SODC had been commended on the amount of rubbish which was now being recycled.
83 PLANNING ISSUES
83.1 Replacement of a conservatory at Wellbourne (P09/W0549)
The application for replacement of the conservatory had been granted by SODC.
83.2 Industrial use of a barn at Upperfield Farm (P09/W0617/RET)
The retrospective application for industrial use of a barn at Upperfield Farm had been refused. The Parish Council was interested to know what happened next.

83.3 Garage at 23 High Street
The occupier at 23 High Street had been advised by SODC that the garage he was building did not require a planning application provided it was “substantially commenced” on 1st October 2008, when the planning rules changed. The Parish Council considered that this was not the case since, at that time, at most the structure consisted of four uprights and four horizontal members. Action: MM to check status

There are some sacks of rubbish on the road to Chippinghurst which need removing.

86 CLERK’S BUSINESS
• Emma Pennington had written asking for a representative of the Parish Council to read a lesson at the Songs of Praise service on 1st November. MP agreed to do this.
• Heath Harvey had written asking that the next litter pick was well advertised.
• Robert Wilson had written asking for support from the Parish Council for churchyard maintenance. It was agreed to give £500.
87 CHRISTMAS TREE
• NK agreed to investigate installation of a cable from the existing distribution box to the permanent tree. Action: NK
