Parish Council Meeting Minutes - May 2009

CUDDESDON AND DENTON PARISH COUNCIL MEETING

5th May 2009 at 7.30pm in the Village Hall

36 ELECTION OF CHAIRMAN AND VICE CHAIRMAN

MP was proposed as chairman by DK and seconded by CS. MP was unanimously elected chairman.

DK was proposed as vice chairman by CS and seconded by NK. DK was unanimously elected vice chairman.


37 PUBLIC COMMENTS

Will Pascall, the originator of the planning application at 44 High Street, explained that a new application had been submitted because he sympathised with the views previously expressed by the Parish Council in their objection to the original application. The new application included a garage integral with the house, and less widening of the access. He asked the Parish Council for their support with the new application.


38 DISTRICT COUNCIL (EG)

EG had been unable to persuade Jane Randall to attend a Parish Council meeting to discuss the planning committee’s overriding of the Parish Council’s objections to the recent planning application. EG agreed to ask Jane Randall if she could visit the village for a meeting during the day. Action: EG to contact Jane Randall

EG stated that Dominic Lamb at SODC should be approached for advice on the redevelopment of Cuddesdon Green. Action: MM to contact Dominic Lamb


39 MINUTES OF LAST MEETING

The minutes of the last meeting were approved.


40 MATTERS ARISING

40.1 Trees
SODC’s tree officer had visited Denton Green and agreed with the plans for felling one tree and pruning the others. Actions: MM to advise nearby residents
  MM to arrange for the work to be done

40.2 Basketball Fund
KH reported that the costs were rising, partly because an original quote had expired. If the work was not done soon, some of the grants might have to be returned.


41 PLANNING ISSUES

• The revised application for an extension at 44 High Street (P09/W0331) was unanimously approved.
• NK asked that a representative of OCC’s Highway’s department was invited to a Parish Council meeting to explain the highways policy and its effect on planning.
 Action: MM to remind DT

42 FINANCE

42.1 Payments
SODC Parish Plan questionnaire printing costs £150.00
Allianz Annual insurance premium £319.80
D Clark Pest control £100.00

42.2 Grant
OCC had stated that their grass cutting grant for the year was £1055.34

42.3 2008/9 Accounts
The receipts and payments account was approved.
The annual return statement of accounts was approved.
The annual return governance statement was approved.

42.4 Budget
The budget for the year 2009/10 was accepted.


43 PARISH COUNCILLORS’ REPORTS

CS: Some rubbish needed collecting:
A car bumper on the verge near Coombe Wood
Rubbish in one of the passing places on the road to Chippinghurst
Tyres on the road to Cuddesdon Mill Action: MM to contact SODC

Some grass on Denton Hill is not being cut. Action: MM

DK: Quotes had been obtained for repair of the surfaces at the play area on the Recreation Ground. It was agreed to have the area around the climbing frame rectified at a cost of £585. Action: DK

KH: There had been a break in at Bishop’s Wood

NK: The Parish Plan requested some actions by the Parish Council. It was agreed that there should be a separate meeting with all interested organisations to discuss further actions.

There was a pothole in the road near Wellbourne Cottage. Action: MM to advise OCC

OCC should be asked what could be done to reduce the likelihood of accidents in the village (eg by having road markings at Parkside and at the corner near Church Road).
 Action: MM to investigate

44 CLERK’S BUSINESS

44.1 Stuart Lacey had sent a letter complaining that trees at Denton Green needed pruning and that the nettles near Hamlet were not cut.
 Action: MM to advise Berinsfield about nettles

44.2 Mr Macleod at the Bailiff’s House in Chippinghurst had written to SODC and copied the Parish Council concerning overflow of sewage from a neighbour’s property at the Dower House. He asked for the Parish Council’s help to resolve the matter. It was agreed that Mr O’Shea at Dower House should be written to and if this did not have any effect then the Environment Agency should be informed. Action: MM

44.3 SODC were holding demonstrations of paperless planning consultations during May.

44.4 Calor invited entries for the Village of the Year. NK had investigated this previously and felt the village fell short of the requirements.

44.5 Berinsfield had suggested that there should be a grass cut and collect on the Recreation Ground. It was agreed that this should take place just before the Strawberry Fayre.
Action: MM to advise Berinsfield

44.6 The landscape designer had quoted £1390 to advise on Cuddesdon Green. DK had suggested SODC and OCC should be approached. A representative from OCC had agreed to attend a meeting at The Green. Action: MM to arrange


45 YOUTH CLUB

It was agreed that the Parish Council would support the Youth Club, but could not totally finance a supervisor. It was suggested that Fusion in Wheatley should be contacted to see if they could help. Action: MP


46 HIGH STREET VERGE

DK had found some kerbing which would cost about £100. Ownership of the verge needed to be established before any work could be done. Action: MM

47 STREET LAMP ENERGY SAVING

Ken Montgomery had requested that the street light outside his house remained lit during the night for security reasons. The Parish Council agreed to this. Action: MM to advise OCC

48 ANY OTHER BUSINESS

MM asked if the meeting of 7th July could be moved forward to 30th June.
